Hillingdon Council framework

The framework – running from 2023 to 2027 – is divided into ten lots and includes specialist tranches dedicated to multidisciplinary services, architectural and building design services, building surveying services, estates services and employers agent services.
According to the brief: ‘The London Borough of Hillingdon is looking for suitably qualified consultants to be party to a multi-lot framework agreement for building & construction consultancy services. It is expected that upon conclusion of the framework agreement it will be made available to other nationwide public bodies, to utilise if they wish to do so via an access agreement.
‘It is intended that the authority will shortlist to all those applicants that are ranked within the top 10 and to any that are tied 10th for each lot and will then be invited to the second stage of the procurement process, the invitation to tender (ITT). Following the ITT Stage, the intention of the framework agreement is to award places to the top 6 ranked bids and to any that are tied 6th, per lot. the maximum number of lots that can be awarded to any one consultant will be six lots.’
Located around 22.8km west of central London, Hillingdon is a large suburban district spanning from Heathrow Airport in the south up to Ruislip in the north. Local landmarks include the RMJM-designed Grade II-listed Hillingdon Civic Centre (pictured).
The launch of the new framework comes just days after it was reported housing developments in west London boroughs including Hillingdon could be banned for up to a decade due to a shortage of electricity. The search also comes seven years after the council launched a tender for design teams to upgrade shop fronts and create new branding on its high streets.
Round-one applicants will be evaluated 70 per cent on quality and 30 per cent on price. Bidders must hold £5 million of public liability insurance, £10 million of employer’s liability insurance and £1.5 million of professional indemnity insurance.
The deadline for applications is 1pm, 5 September.
